In fact, Jeng Hai became the first oil reserve base that came under the purview of the National Development and Reform Commission. Because China Automatic Control Technology Ltd. has many years of experience in the petrochemical automatic control field, it has bid successfully for many automatic monitoring control projects in the Jeng Hai oil reserve base case.


With China's increasing environmental safety concerns, industry leading companies like Sinopec are turning to automated monitoring and control as a way to ensure compliance and quick response to alarm events.


System Description

In this project, there are six oil tanks that need to be monitored in this oil reserve base. Once the monitoring parameters are transferred from each tank to a PLC, the PLC will handle the logic control immediately. The host computer uses assembly software to collect PLC data for the on-site monitoring, warning, and data management. Because of the long distances between oil tanks, multi-mode fiber was applied to form the network with long-distance transmission capability. Safety is always a major concern at any petrochemical plant. All devices used must be spark proof rated. Moxa EDS-405-MM-SC and ED6008-MM-SC redundant Ethernet switches were chosen due to their performance, rugged dependability and Class 1, Div 2 (Zone2) classification. The host computer uses the EDS-405-MM-SC and ED6008-MM-SC to form double rings for network redundancy; there are two EDS-405-MM-SC switches in each oil tank and four ED6008-MM-SC switches in the central control room.


The reliability and variety of Moxa solutions make the Monitoring and Management System more flexible. ED6008 and EDS-405 series both support Turbo Ring functionality, which is used to establish an Ethernet redundant ring topology. When the network fails, Moxa's Turbo Ring redundancy can automatically transmit the data over a backup path in less than 300 ms, increasing the reliability of the system. Also, the switches provide relay output that can notify engineers to check the network when it's broken, helping monitor the health of the network, each port's link and each power input's status.


After the upgrade, operators can immediately receive alarms and easily check processes from remote control room. The ability to monitor storage tank levels, pressure and flow rates in real-time, improves monitoring flexibility, increases safety and improves record keeping. The new system allows fewer engineers to accomplish more. The system has simplified decision making by automating processes that were previously hard to monitor and control, allowing the plant to gain better control over schedules and maintenance activities.
