Introduction
The Taiwan Area National Freeway Bureau, a department under the Ministry of Transportation and Communication of Taiwan that handles freeway construction and operations, was established in 1970 as the "Freeway Engineering Bureau." It was in 1978 when the Sun Yat-sen Freeway was completed that the department was renamed the Taiwan Area National Freeway Bureau (TANFB), and was charged with handling all aspects of freeways, including maintenance, expansion, and traffic management.

Starting in 2003, the TANFB initiated a two-phase project for the south part of the No. 1 South Freeway that extends from Yuanlin to Kaohsiung. The goal of the project was to broaden the freeway, and then integrate an information and control system for communicating with the freeway's existing administrative traffic control center. When the project was completed in late 2007, all of the information and control systems for the No. 1 South Freeway were integrated into one network that allows comprehensive monitoring and control from the operations control centers.

System Description
The information and control system is made up of eight sub-systems: (1) Data collection system, (2) CMS (Changeable Message System), (3) Traffi c control system, (4) DVR (Digital Video Recording) system, (5) License plate recognition system, (6) Central control computing system, (7) Uninterruptible power supply system, and (8) Facility monitoring and maintenance system. Except for the power supply system, all of the sub-systems are linked by the network infrastructure to provide seamless communication.

Twenty-three control centers for regional traffi c monitoring and control are spaced out along the 164 kilometer freeway from Yuanlin to Kaohsiung. Each control center uses a layer 3 switch to link to the main ring topology, and the reliability of the network is enhanced by coupling four to eight sub-rings together. The ring topology and coupling are realized with Moxa's EDS-408A-SS-SC-T single mode fi ber managed switches, which can operate reliably in outdoor-type temperatures and humidity, and which support Turbo Ring redundancy with recovery time less than 20 ms. Over the south section of the Sun-Yat Sen Freeway, more than two hundred EDS-408A-SSSC-T switches are used to interconnect all of the devices from the different sub-systems, with most EDS-408A-SSSC-T units located in roadside traffi c control boxes. The switches use twisted-pair copper wiring to connect to a variety of Ethernet-ready units, such as PLCs, sensors, video servers, and industrial PCs. For devices located at remote sites, the IMC-21 Ethernet copper to fiber media converter was used to extend the transmission distance between the devices and EDS-408A switch.
