Introduction
This Europe-based producer of digital and analog traffic enforcement equipment is a leader in the industry. The core business of the company involves the development, production, and installation of both traditional and digital stoplight camera systems and radar systems. In addition to developing a strong presence in the European market, the company is also well known around the world for providing top-notch traffic enforcement equipment.

The explosive growth of road traffic in recent years has put undue pressure on the ability of governments in countries around the world to provide safe roadways for their citizens. As a result, there has been an increased focus on road safety, with improvements in the enforcement of traffi c laws taking center stage. In Europe alone, more than 50,000 people are killed each year due to traffi c accidents. However, over the past few years, the increased emphasis on the enforcement of traffic laws has resulted in nearly a thirty percent reduction of traffic accidents, with between fifteen to twenty percent of the reduction due to stricter enforcement of speed limits and stoplight regulations.

System Description
The speed detection system produced by this provider integrates four main devices: the detector, an industrial video encoder, an FTP server, and a workstation for video fi le format conversion. Each speed detection system uses a VPort 351-T industrial video encoder that connects to the detector through a coaxial cable, and the other side connects to an FTP server through a twisted pair copper wire. The FTP server links to a remote workstation located at the regional police station through an xDSL service.

When a speeder is detected, the VPort 351-T's event recording function is triggered by the detector. When this happens, the VPort will begin transmitting video images (from 4 seconds before to 4 seconds after the event took place) to the FTP server. In order to speed up data transmission, the trigger is sent using UDP (User Datagram Protocol), with event number and time stamp marked for convenient tracking. The workstation in the police station is used by offi cers to download the recorded video fi les from the FTP server on a regular basis, and then convert them from .pes to the required .avi format.

The wide operating temperature of the VPort 351-T makes it the right choice for outdoor roadside environments, which can exhibit both extremely low and extremely high temperatures. Moreover, Moxa provides software customization that makes the best use of the built-in pre- and after-event recording function, allowing the speed detection system to record three speeders in sequence without stopping providing suffi cient evidence to prove that the driver was speeding. The effi ciency of traffi c enforcement is greatly enhanced using the speed detection system that incorporates Moxa's VPort 351-T video encoder.
